Is there anyway to set up a cheap home PBX? I have a spare machine running linux with a 56k Modem. Do I have to spend the money for all the pci digium cards to set one up?

It depends on the types of phones you want to use. If you are just planning on running VoIP lines through your home computer(s) then there is no real reason why you would need a pci board. You could get a program like Axon, which has a free basic version that should have more than enough features for a home (http://www.nch.com.au/pbx/index.html). There are Linux and PC versions of Axon.
You can always use USB phones ith your VoIP network if you don’t want to rely solely on your speakers and microphone.

If you have a land line that you want to keep and not transfer to a VoIP service then you are going to need some kind of telephony board to connect your phone to your computer. Here are a few option you can compare, and conveniently enough currently on sale:
