I want something inexpensive since I am never home. Therefore, vonage, which costs 20 bucks is not a option. I do want to have a local phone number.

what kind of IP phone is it!!! if its a skype IP phone, just download the software and make calls….! find out what kind of VoIP (SIP) provider of this phone!!!
you can not just plug it in the computer, you gotta download the right software….!
I use several VoIP and SIP providers and free services!!!

No home phone is on a PBX.
Yuo may be on VOIP, with an ATA at the teclo office. There might be something about the TalkTalk pool of assigned numbers that cannot be ported to a mobile phone.

Or is that illegal? i’m in California USA. I need to be on the phone pretty often for my business maybe 2,000 minutes per month. A lot of out of state calls, etc.. Vonage has /Month for Residential & /month for business. I call them but their Staff doesn’t know anything. Can I get in trouble if I use the Residential for business?

It’s totally fine. Your customer or Vonage or anyone wont know the difference. The difference is going to be in the features that your phone service has. Business accounts have more available features.
If you’re interested I personally recommend Nextiva and Packet8 over Vonage, as they can more easily scale when you need additional features. But, any of the 3 are good phone services for personal or small business usage.

I know someone who has a VOIP home phone service and would like to get certain text messages sent to them there and get them via email as opposed to their cell phone. Has anyone ever heard of this idea or if it could be done?

Yes, it is called “Text to Land line” (regardless if the number you are trying to push the text to is VOIP it will still work.) I know Sprint does it, so do others.
